The later date is available only to natural persons and undertakings established as micro or small by this cut-off.

Was the operator a natural person on that date?

For example, an individual operating commercially in their own name rather than through an undertaking.

Was the undertaking micro or small on 31 December 2024?

Member States may use higher small-undertaking monetary thresholds, up to €7.5 million for the balance sheet and €15 million for turnover. The checker asks for confirmation only when that could change the outcome.

The exact CN entry controls

A product is not covered merely because it contains wood, rubber, palm oil or another relevant commodity. It must fall within an Annex I CN entry.

“ex” entries cover only part of a heading

For an “ex” code, only the product portion described in Annex I and linked to the named commodity is within scope.

Packaging can be product or accessory

Wood packaging sold as a product under CN 4415 can be covered. Packaging used exclusively to support, protect or carry another product is generally treated differently.

Recovered material may be excluded

Products made entirely from material that completed its lifecycle and would otherwise have been discarded as waste are excluded. Mixed products require closer review.

Commercial activity is required

Private acquisition or use is not the same as placing, making available or exporting a product in the course of commercial activity.

Older timber has transitional rules

Article 37 contains a separate transition for certain timber and timber products produced before 29 June 2023. Check it before assigning obligations to legacy stock.
